It is very rare to find State governments in India provide infrastructure and when they come forward people take to streets protesting citing various reasons like their land being used for the public good, cutting trees, the methods adopted by govt is not viable etc etc. I don't think an average India has any community sense.
When govts do they complain and when govts don't do also they complain. This is feedom being misused
